STAFFORD, J.

This is a consolidated appeal of cases in which defendants were charged with theft pursuant to Seattle Criminal Code § 12A.08.220(1)(a). The trial court dismissed all cases. We accepted direct review pursuant to RAP 4.2 and reverse the trial court.
