In 1975, the petitioner, William Douglas Davidson, was found guilty of conspiracy to violate federal narcotics laws in a jury trial in the federal district court for the Northern District of Indiana. This court affirmed his conviction. United States v. Harris, 542 F.2d 1283 (7th Cir. 1976), cert. denied, 430 U.S. 934, 97 S.Ct. 1558, 51 L.Ed.2d 779 (1977).
