The appellant, Richard Donald Watkins, pled guilty to two felonies and a misdemeanor and received concurrent sentences to the Colorado State Penitentiary of six to ten years, two to five years, and six months respectively. He appeals the sentences as excessive, and also claims entitlement to re-sentencing under the 1977 version of the presumptive sentencing provisions of House Bill 1589.1...
