We are asked to decide in this case whether a union member's complaint concerning nominating procedures employed by the international union was timely filed with the Secretary of Labor in accordance with 29 U.S.C. § 482(a).1 If the complaint were filed within the time limits provided by the Act, we must then consider whether the district court erred in permitting an incumbent union...
