In this naturalization proceeding the controversy concerns the form of citizenship oath which must be taken.

Under clause (5)(C) of 8 U.S.C. § 1448(a) the oath prescribed therein provides that a petitioner swear in open court "to perform work of national importance under civilian direction when required by law."
