The Supreme Court's decision in Alexander v. Holmes County Board of Education, 1969, 396 U.S. 19, 90 S.Ct. 29, 24 L.Ed.2d 19, abandoned the doctrine of "all deliberate speed" in school desegregation suits. Sitting en banc, this Court implemented Alexander's mandate that formerly dual school systems begin immediately to operate as unitary ones. Singleton v.
