This appeal involves, for the first time in this court, an interpretation of certain portions of Act 274 of 1953 which is often referred to as the Declaratory Judgment Act. This Act apparently became the law of Arkansas as the result of an endeavor to have enacted in all states a Uniform Declaratory Judgment Act, and this has been accomplished in a large majority of the states.
